Consecutive calls to set.cgi in HTTP Command Interface

It appears that if I make two consecutive calls to set.cgi for spa and spaht in a program, the second one does not work, regardless of what order I send them. The calls both return a successfully HTTP response code with a "1" in the body, but only the first of the two calls actually switches the state. If, however, I introduce a delay of 2 or 3 seconds between the commands, they work. The delay does NOT appear to be necessary if I send two unrelated calls, such as spa and aux5.

I am using the TCP Serial Interface firmware v. 1.6.9. Is this an Autelis firmware issue or a Jandy Aqualink Controller issue?

I have implemented a Node Server for the Autelis Pool Control for the UDI ISY 994i home controller and was trying to use Managed Scenes for turning the Spa and heater on and off. However, and a delay cannot be programmed in Managed Scenes in the ISY.
